SPP is the open market on this board. Queues are lighter than PJM or MISO. The High Impact Large Load and Conditional High Impact Large Load Service path is in place. That combination is why the grade sits at B+ and why posture on the Large-Load Policy Board is Open.
FERC's June 18, 2026 Section 206 show-cause orders reached SPP along with the other organized markets. SPP's answer is a named large-load product rather than a pause. August GIAG updates — HILLGIA, storage, MISO-SPP seams — have been process refinement, not a capacity or climate shift. The weekly scorecard has held.
What the grade is pricing
Time-to-power is better than the eastern RTOs and worse than ERCOT was before the Batch Zero pause. Uncommitted capacity is adequate, not abundant. Tariff climate is the advantage: SPP is not running a statewide audit or a hyperscale moratorium.
The risk worth watching is seams and transmission, not a political cost-shift. For a large load that can live in the central interconnect and does not need ERCOT's historical speed, SPP is the market that still answers yes.
