Texas Pulls the Brake: ERCOT Freezes a 474 GW Data-Center Queue for a Statewide Audit

What Happened
On August 3, Governor Abbott directed a statewide data-center audit; ERCOT responded by pausing its Batch Zero large-load interconnection study — the first study cohort under the new ≥75 MW large-load process — on August 4–5. The queue behind that pause is roughly 474 GW, an estimated ~90% of it data centers. The August 7 classification deadline is waived pending the audit; the study-results date nominally holds at April 9, 2027, and legal counsel reads the pause as running "several months, but less than nine." ERCOT is seeking a good-cause exemption at its August 20 open meeting. The audit conditions projects on three tests: energy self-sufficiency (on-site generation progress), independent water supply, and financial self-sufficiency versus reliance on public incentives.
Why It Matters
The market that set the national benchmark for speed-to-power just made time-to-power longer and conditional. This is the core of HD's thesis moving in real time: the audit explicitly rewards behind-the-meter and self-generation paths and penalizes grid-dependent, speculative queue positions — and it lands the same week two large self-gen deals closed (Energy Vault's 1.25 GW integrated-power platform and NRG's ~$3.2B / ~1.2 GW hyperscaler agreement, both structured around dedicated generation rather than the open queue). Net for HD: powered land with an existing interconnection or a credible self-gen path gains scarcity value; raw ERCOT queue positions lose optionality. The pause is finite and ERCOT's underlying capacity and price advantages are intact, so this is a re-rating of speed and certainty — not a collapse of the market.
