ERCOT Issues Conditional Batch Zero Classifications. Energization Stays Frozen

What Happened
On September 3 at 3:55 p.m., ERCOT issued Market Notice M-A080326-04: provisional Batch Zero classifications to interconnecting transmission and distribution providers, three days after M-A080326-03 delayed the August 31 date for data validation. ERCOT published no list, no megawatt total, and no names; classification is conditional on verification, curing dynamic-model data, or a PUCT good-cause exception, and ERCOT will not seek an exception for every Large Load that asked. A Base-to-Studied reclassification has a Planning Guide dispute clock; miss the 14-business-day eligibility cure and the load waits for a future study cycle rather than interconnecting on the ERCOT transmission system. The same afternoon PUCT staff filed a recommended final order in Project 58481 ($50,000/MW deposit, walk-away forfeit cut from 80% to 20%, vote September 11), and on September 8 Galaxy Digital disclosed that five Texas projects totaling about 4.2 GW received conditional classifications.
Why It Matters
This is a sort, not an energization. Time-to-power (35%) is still gated on the December 10 audit and the freeze on ≥75 MW computational load; we do not notch ERCOT a second time, so A- holds and trend flattens. Batch Zero now has a private Base / Studied / later-cycle split: executed, site-controlled positions get a classification to dispute; unvetted queue paper gets a 14-day clock. September 11's PUCT forfeit vote and the October 6 SB 6 curtailment workshop are the next tariff-climate prints; Henry Hub's October contract settled at $2.96/MMBtu on September 2.
