# ERCOT Puts a December Clock on Texas Time-to-Power

## What Happened

ERCOT told regulators on August 21 it now aims to finish Governor Abbott's data center audit by December 10, with request-for-information templates going to provisionally qualified large loads as early as late August. Roughly 300 data centers of 75 MW or larger sit in the "Batch Zero" process, part of an interconnection queue that has ballooned to about 474 GW — some 90% of it data-center load, and more than five times ERCOT's record peak. New large-load interconnection is effectively paused pending the audit, and ERCOT has said its long-term load forecast and reliability study will slip past the prior April 9, 2027 target.

## Why It Matters

Texas has been the default answer for time-to-power. That answer now carries a regulatory asterisk through year-end: for any new project not already through a stability assessment, the path to energization is gated on an audit outcome no one can price yet. The market's scarcity value shifts decisively toward assets that are already grandfathered — the 17 large loads (~6.6 GW) ERCOT says are still cleared to energize this year — and toward sites with executed interconnection standing rather than a queue position. That is precisely HD's thesis: powered land and secured-capacity control command a widening premium as the front door closes. Speculative queue depth is now a liability, not a moat.
